Our highly regarded public procurement team has the essential in-depth legal expertise and practical procurement experience to be able to provide our clients with innovative and commercial solutions.

We advise our clients (central and local government, government agencies, universities, utilities, private sector bidders, in-house bidders and funders) on all aspects of public procurement, including the application of the EU directives, UK regulations and growing body of EU and UK case law.  We also advise on public procurement as it inevitably interfaces with other legal issues such as State aid, competition, public sector powers and freedom of information.

Our advice takes a variety of forms to suit our individual clients and their specific needs:

  • advice on one-off issues to support our clients’ in-house procurement function;
  • advice from start to finish on a major project, including strategic advice at the outset on project structuring and drafting the OJEU notice and tender documentation;
  • public procurement challenges (before the UK and EU courts, as well as the European Commission);
  • training to ensure our clients are aware of the practical implications of recent public procurement developments on their businesses.

Finally, BLP has good links with the Office of Government Commerce and the European Commission on which it is able to call where appropriate for the benefit of our clients.  Regulators’ input can be helpful when it comes to testing creative proposals and to monitoring the progress of new legislation and policy.
